The Johor State Government through KPRJ Sports Sdn Bhd (a subsidiary of Kumpulan Prasarana Rakyat Johor Sdn Bhd) together with Muse Group Asia has once again been entrusted with the organising of the second edition of the L'Étape Johor by Tour De France 2023 international amateur cycling event which was held on 8 July 2023 in Desaru Coast, Johor.

Dubbed the "World's Leading Amateur Cycling Event", L'Étape by the Tour de France is the only 'cyclosportive' series that gives amateur riders a pedaling experience like in the Tour De France race.

During the year, L'Étape Johor featured five race categories comprising the men's and women's individual categories THE RACE (140km) and THE RIDE (60km), as well as the Men's Team (5 men) and the Women's Team (5 women). At the same time, this year's edition saw the ELITE Category introduced for the first time for a competitive group of amateur rowers in professional racing challenges.

The L'Étape Johor by Tour de France 2023 was also graced with various activities such as exhibitions from sponsors and agencies at the L'Étape Village Festival, Children's Push Bike Competition and Mini Concert.

The release of the 140KM race (elite category) was officiated by Yang Berhormat Tuan Mohd Hairi Bin Mad Shah, Chairman of the Johor State Youth, Sports, Entrepreneur Development, Cooperative and Human Resources Committee as the official representative to Yang Amat Berhormat Menteri Besar of Johor.
